What is ICS2?
ICS2 is the European Union’s advanced IT system designed to enhance safety and security for goods entering the Union. As part of the EU’s new customs pre-arrival procedure, ICS2 plays a critical role in integrating a comprehensive EU approach to strengthen customs risk management. This system enables customs authorities to assess risks effectively and take necessary actions promptly.
Key Features and Implementation Dates
Economic Operators (EOs) are required to provide safety and security data through the Entry Summary Declaration (ENS). The obligation for EOs to begin submitting these declarations is phased according to the type of services they provide and is associated with ICS2’s three release dates:
- First Release: 15 March 2021
- Second Release: 1 March 2023
- Third Release: 1 June 2024
Scope of Goods and Transport Modes
Under the third release of ICS2, all goods transported via maritime and inland waterways, road, and rail, as well as postal and express consignments to or through the EU, will face new requirements.
Submission Requirements Before Departure
Prior to departure, air carriers or freight forwarders must submit two key types of advance cargo information to EU Customs:
- Pre-loading Advance Cargo Information: Reviewed for potential security threats.
- Pre-arrival Information Data Set: Includes journey details. Both types of data are collectively referred to as the Entry Summary Declaration (ENS).
Pre-loading (PLACI) Standard Data Requirements
The EU mandates that the following “7+1” house airwaybill data elements be included:
- Shipper Name
- Shipper Address
- Consignee Name* (including EORI number for cargo remaining in Europe)
- Consignee Address
- Accurate Cargo Description* (including 6-digit HS codes)
- Total Quantity
- Total Weight
*Note: The EU requires the inclusion of the EU consignee’s Economic Operators’ Registration and Identification number (EORI) for cargo staying within the EU, as well as six-digit HS codes for the commodities in the consignment.

Upon reviewing the provided information, EU customs will issue one of the following actionable statuses:
- Approved to load
- Request for information
- Request for Screening
- Do not load
